There were strong requests from the Shirahama Office of the Wakayama Minami Fisheries Cooperative (former Shirahama Fisheries Cooperative) to industrialize the aquaculture technologies of the Fisheries Laboratory so as to aid the supply of marine products and food to not only the local area but also the whole Japan.

Therefore, in 1970, the Aquaculture and Science Center was created in cooperation with the Wakayama Minami Fisheries Cooperative as a foundation for effective marine fry production.
